Guideline on Importation of Selected Essential Food Commodities under Open Account Payment Term

 

1.               This Guideline provides necessary information for prospective importers being registered for importation of essential food commodities under Open Account payment term as per the Regulation made under the Imports and Exports (Control) Act, No. 1 of 1969 and published in the Gazette Notification No. 2285/19 dated 24th June 2022.

 

2.               A list of selected commodities are as follows;

3.               Prospective importers are required to be online registered under the Ministry of Trade, Commerce and Food Security as per the Application Form to be published in the Ministry website with required information (www.trade.gov.lk).

 

4.               The Link for online registration will be opened by 29th June 2022 in the Ministry website (www.trade.gov.lk).

 

5.               Prospective importers shall complete all the mandatory fields in the Application Form including imported quantities during the last three (03) yeas (2019, 2020 and 2021) for essential food commodities other than rice and imported quantities of 2021 (November and December)/2022 (first six months) for rice.

 

6.               The Ministry shall allocate and recommend required quantities to be imported under each commodity for each eligible importer and importers can only import and declare such allocated quantities under Open Account payment term. The Ministry shall make available such information to the Sri Lanka Customs.

 

7.               The Ministry shall inform recommended quantities allowed to be imported under each commodity, enabling the importers to initiate the importation process.

 

8.               The Ministry shall recommend allocated quantities to be imported and declared by importers prior to clearance of such commodities from the Sri Lanka Customs. The Sri Lanka Customs shall only allow to clear such recommended Customs Declarations (CusDecs) by the Ministry of Trade, Commerce and Food Security.
